During Phase V, NIC supported a state-level EBDM team in Virginia and its local EBDM team partners as they underwent an in-depth analysis and planning process to identify a shared vision for EBDM that would ultimately improve public safety outcomes within local jurisdictions and across the Commonwealth.

The Virginia State EBDM Policy Team and its local partners established and maintained collaborative teams, enhanced communication avenues between the state and local levels, conducted activities to better understand current practice, and increased their capacity to implement evidence-based practices.

The culmination of their Phase V work was the development of strategic action plans to implement changes, across decision points, at both the state and local levels. Among the change targets identified in the plans were enhancing pretrial decision making processes, utilizing empirical risk and need assessments, implementing evidence-based interventions, and addressing gaps in mental health and substance abuse services.

The following teams in Virginia participated in Phase V of the EBDM initiative:

During Phase VI, NIC will provide jurisdictions in Virginia—including Charlottesville/Albemarle County, which served as an EBDM pilot site during Phases II/III of the initiative—with responsive, technical assistance specific to their identified goals, action plans, and needs.
